This is a used 4PL-1219 honing mandrel. The wedge is bent on the end. You might be able to straighten it if it isn't hardened, I'm not sure. Otherwise it's in nice used condition, black finish is in pretty good shape, there is a gouge in the side that should be stoned off before use.
